Today for webdesigners is very difficult to find a good resource for high quality pictures and vectors.There are many websites that offers Royalty Free Images or Vectors for 1$ (dollar), but their Image License doesn’t allow to use in your web templates.
You should use their images only for personal use or for commercial but in only one website.
When you release a web template such as a Free WordPress Theme, you could share unlimited copies of their images also for free and they can’t earn money.
Fortunately during my research about websites that offers images and vectors, I’ve find some places where you can download images and use it in your web templates.
When you download some image from one of these websites, I suggest you to write some notes to have your projects and images well organized. For example, when you download an image you should write some notes about: Your Project, Images used in your project, where you have downloaded images and a copy of license for every image used.
BigStochPhoto offers a good quality pictures for the best price. They are the first and the only that offers pictures to use on web templates without an extended or special license.

2. For every template or project you needs to purchase another license of the same image. You simply pay an image license for a project.
3. Image used on your web template must be less than 50% of the rest of the graphic of your project.

StockXpert is the pro version of Stock.Xchng (sxc.hu) and offers very high quality pictures to use for make your own design or for website of your clients. If you want use in web templates you must use the Extended License E4 paying about 75$ (dollars).
With E4 License you can use images in a web templates, doc templates, wallpapers, scrensavers, e-cards or similar products without any restriction in the number of copies.
VectorStock has the best vectors gallery and you can use also for web template using their Expanded License that start from 25$ to 75$ (dollars).
Arsenal offers high quality vectors designed for logos, wallpapers, e-cards, backgrounds or T-SHIRT. I think they have great vectors in their T-SHIRT category.
When I asked for use their vectors on web templates, Kim Finley of Go Media said me:
“Thank you for your interest in our vector packs. Yes you can use our vectors or other items in a website template however, the vectors must be embedded in the design. Customers should not be able to take the vectors out of the template and use them on their own. Does that make sense?”
Designious offers nice vectors, I think that also a nice designer could make the same vectors in few hours, but if you don’t have time and you want some vectors to use in your web templates, you can use it. I’ve send an email asking if I can use their vectors on web templates. Alex reply to my message saying: “Yes, you can use our vectors for what you need without a problem”.
So, for few dollars you can download some vector packages from their website. I think they have a good price and offers a nice solution for designers that would make a web template.
